Shares for vodafone as far as i know is not yet offered. And the Initial Public Offering(IPO) will be for Qataries only. After that when it comes to market then expats are allowed to buy.You can anyway buy shares which are already in Market.just go to DSM and you will know more. It's wise to buy shares now that it is very cheap.
