The way you put your questions in full bold capital letters seemed that you really in disappointment and tired of waiting for unanswered clearance. I think that they just give you false hope of acquiring one.
As suggested, it is better and appropriate to approach the CID head about your case. For all I know, the clearance will take only a maximum of one (1) week to get. As one answer stated, maybe they lost your papers is another possibility why your application took that long.
Come there in person and request politely when is the possible date you can get the clearance.
