I have more updates on this. Coverage of congenital condition is not that straight forward. I sent an e-mail to AXA Gulf and got a very quick response. According to AXA GULF, this is covered, there has to be a real need for that, which makes complete sense. The words we need to emphasize on are "immediate threat to life"

According to QP-AXA policy

3.1 (gg) what we don’t pay for: “we don’t pay for any charges related to the treatment and/or correction of congenital deformities posing no immediate threat to life”

However we will pay for the correction of a congenital defect and complications thereof when such treatment is to prevent either immediate hospitalization or immediate threat of life. This benefit applies to congenital defects of vision, hearing, digestive system, respiratory system and other major internal organs.
