Yes! U can, Traffic dept will issue u a temporary driving license validity max up to 1 month. U has to submit the original documents (application form signed by your company/ PP copy & Qatar entry visa copy) no need to go for an eye test.
After your qatar RP stamped just go the traffic police dept & get the original license by paying Qr.250/=
