I think you will the only thing that will effect pigmentation like that are more hands on treatments rather than lotions which claim to work, but do not. Have a look into laser therapy or Intense Pulsed Light Therapy for hyperpigmentation. Freckles and sun spots can be removed, so I imagine areas of darker pigmentation might be able to too.
