it is not a mandate for nbi, immigration, nor naia officers to filter departing pinoys as to what their travel intentions are. there is no law that allows these government agencies to stop us from leaving the country for work or visit visa. for as long as we have valid travel docs (ie. passport, visa, etc) then we are free to leave the country. now whether or not we intend to violate visa or immigration rules of the host country, then it's no longer the problem of the philippine govt.
it's just plain harrasment! anyone who experience this should not go to the POEA but instead, file a criminal or civil suit against these govt people. get a lawyer or get help from IBP or better yet, go to the media & expose them.
under philippine laws, anyone is free to leave the country unless a hold & departure order is issues against him/her.
so to anyone who've experienced this harrasment, sue them sob's!!!
