Think about this: When the construction pace slows down in Doha and at Ras Laffan Industrial City, then the people doing the construction work will leave. I don't know what the numbers are, but I would guess it is in the hundreds of thousands. So, there can easily be a natural reduction in foreign workers as the huge construction projects complete.

As always, it's depends on what you want the statistics to say as to how you present them. "Spin" comes to mind.
