Just to share my understanding of this issue. From what I understand so far, they do make it difficult, but its not impossible. Just this week I had a discussion with a colleague who was trying to bring in a new direct hire ( a lady of course ). It seems the immigration did reject after the 1st application, and now he is re-submitting for a 2nd try.
As for my case, I received my job offer end of August last year, and I only manage to get my visa mid-January this year. My HR did not inform as to why it was delayed. My guess it the application may have been rejected at least once, maybe twice, who knows.
It is difficult I guess, the process may have been prolonged due to the fact I am also the sponsor for my husband.
