Very simple, take your UAE driver's license and its copy, your RP and its copy, 2 photographs, go to Muroor (Traffic Office), preferably in Madina Khalifa, you have to fill a form, get your eye test over there itself, pay the fee (you need to have ATM card) and that's it.
