I had never used it until I needed to create a graphical CV (about 12 years ago now). It is fairly easy to pick up at a basic level if you have something definite that you want to achieve.
Its much harder to learn by doing something abstract or just for the sake of learning it.
The great thing with photoshop is that the basics are really quite simple - you can get the hang of it just by experimenting. You can also do the most complicated things with it should you wish.
