Looks like you are in the same boat as I. I too am now in the process of relocating from Dubai to Doha and this is one challenge i came across. Never had anyone to expain/advise me on this, so i shall help you with as much as info i could share.

First and foremost, you need to decide on the mode of export ie; via land, sea or air.

Once you decide on the mode of export, then as an initial step you need to obtain an export number plate and certificate of export from RTA or any of its authroised subsidiaries. To get this you need to fill out the application form and submit along with the importer's Qatari ID/passport copy, 15 days insurance certificate issued in Importer's name, Clearance letter from the bank ( if you previously had any bank loan on this car ) and a nominal fee of Aed 150. You also need to provide a copy of the test report if the importer in Qatar is different from the exporter in Dubai. Remember that if you have chosen the "land" mode of transport, the freight forwarder's name has to be included in the "Remarks" column of the Certificate of Export. This can be requested to the person issuing the Certificate of Export.This formality is not required if the mode of export is "Sea" or "Air"

All the above procedure will be completed in an hours time and once you have the certificate of export from RTA, the next step would be to contact the car dealer from whom you purchased this car and ask them for the customs Bill of Entry Number in which this car originally came into Dubai from the car manufacturer. Though its an used car, there will be 5% duty applicable on the current market value of the car at Qatar Customs and to avoid incurring this charge this Bill of Entry reference would help. This Bill of Entry number has to be clearly mentioned on your export Bill so as to be exempted from paying Duty. Duty on your car has already been paid by your car dealer in the past and paying it again makes no sense unless its very minimal and you are willing to incurr it again. Once this is over, you are almost ready to go - finally book the container and ask the freight forwarder to ship the car to Qatar in the next sailing vessel. ( With this all the formalities in Dubai is Complete )

Doha Part

If the exporter in dubai and importer in Qatar is your good self, then all you would need is the passport copy and the necessary clearing charges to release the car from port. In the other case if the importer and exporter is different, then a copy of passport plus an NOC letter from the importer's company/sponsor stating the cause is to be furnished. And upon paying the charges you may clear it and register the car at the traffic department in the importer's name.

Forgot to mention - the fastest mode of export is by Air and the cheapest mode of export is to drive the car yourself to Qatar from Dubai with the help of a friend or companion. In this case you incur only the fuel costs and the border charges.
