Hashin, there is a trick to capture fast action like that of bikes on a track. To start with you'd have to set a higher shutter speed. But even if you aren't using an SLR, try moving your camera along with the subject (in this case the bike) and shoot. This way, the subject should be in good focus but the surrounding a blur, giving it a good speed effect. If shooting in low light conditions, its better to use a tripod, or even a monopod.
