This Common Market business was kind of surprising. They announced it at the summit in early December but as yet there is not much official information about how it is going to actually change processes, probably because they were ambitious in trying to effect the change in the space of 4 weeks!
I feel like the countries are under-estimating the impact this will have. If the respective authorities actually change their procedures based on what was announced (i.e. and start paying Omanis the same wages as Qataris, allow Bahrainis to be the 51% shareholder in a locally incorporated oil company), this will significantly change the demographic and financial structure of the country.
Impact remains to be seen... I think we will see exceptions to the rule being developed.
