Toys R Us has them, but like you said they are very over priced. (Over 2200 QAR). I ordered one through Amazon.com using Aramex. Total cost was about 1300 QAR. I would use that method if you can. Takes about 2 weeks to get the kit from start to finish.
There's also a company called Edutech that is Lego's official partner in the country, but I think they only sell to schools and such.
