You may be right about no US base in Israel PM, however the following article in the New York Times confirms what I said about the US paying for the Israeli base and hence has the use of it whenever needed.
"Israeli and American officials have broken ground for a $266 million Israeli military base that is being built by the U.S. Army Corps of Engineers and paid for by the United States under an agreement signed in 1998. The new base, in the southern Negev region, is replacing an Israeli Army training site in the West Bank.
