Sure. You can join the driving classes and you will get License without permanent residense. But that License validity will the same as your visa's validity. But when your' visa will transfer into Permanent Visa, then you have to nenew with the renewal charge. i think its 150 or 200 riyal.So check with the driving schools. Good luck
