yes its a new rule, they need the blood group of the baby for the issuance of the RP. for babies born here, the hospital will do that for you, no need for taking the baby to another clinics for the blood group.
remember on those new born the hospital do take some test where they take a small amount of blood from the foot of the baby. from that certificate they will include the blood group of the baby. hope this helps :)
