You can come on Visit Visa to Qatar and find a Job (you may bring your original / copies of your certificates to show at the interview). Once you found a job you have to go back to your country and come on work visa which will be arranged by your new employer.
For this, you have to get your certificates certified from Qatar Embassy in your country. This you cannot do in Qatar as per new procedures.
