Your husband should be able to get an NOC from his company. Sad to say the usual practice here is if you resign you'll get no NOC. But if they terminate you you'll get an NOC. It's not always the case but remember granting of NOC is the sole discretion of the company. There's no harm in trying and it's better to take chances than leaving your fate hanging in the air.
