Some people have this doubt if their visas are locally transferred, they have the right to get NOC again. But it is not correct. Granting of NOC completely depend on your present company. If they want they will give otherwise no one can force them for it.

Better you talk to them and explain your previous record, that they didn't bring you from your home country and didn't apply for the visa thus you were not blocking their visa slot. You just locally transferred your visa through NOC and request for NOC again.

This is just a try, if they will agree Ok it is your luck, otherwwise it is not your right and cannot force them for it.
