Nope! I am from Texas too and had to take the test. Part of the fees were in cash (car rental) and the rest was on my debit card. I think the cash part was 100 or 150QR and I can't remember how much the DL fees were. If you had gotten here a couple of years ago, you could have converted, but not now.
