Yes, you can still theoretically start a business as an investor and shareholder, which I believe will allow you to visit Qatar, but you still won't be allowed to be sponsored and work for the company (and therefore no RP)
To set up the company will also cost....but not in bond form. You will need to place a minimum of 200,000QR in your company bank account, which can be then used as working capital once the company is fully formed. You also have setup and government fees where the cost will depend on your chosen business. You will also need a commercial premises to acquire your Municipality License and Labour Quota.
All that said, without an NOC I'd forget about it.
