what do you mean by local hire? you were working with another company prior to your current employer. before you joined your current employer did you have an NOC from your previous employer?
Being initially on a business visa or tourist visa and transferring to a working visa is not considered local hire, I think so.
Yes that company can do it (wont give you NOC). You were probably conned by that company so they can get your services. It could have been possible to include the issuance of NOC in your contract before you signed it.
Unless you have a written proof (it's not even a guarranty) that the company is obliged to issue you an NOC then sorry to say, you will never get it.... if they are not inclined to give.
