first he should get bona fide letter from his university or college,etc and then follow these steps
1)attestation from local foreign affair
2)attestation from Pakistan embassy(in Qatar)
3)attestation from Qatar foreign affair that's it!
after fulfilling these procedure you can go for permission letter.and permission letter is valid for 15 days only.
