consider how long your country has been using cars/buses, as major forms of transportation and how long your country has been in modern existance. Now compare that to Qatar...it will take the same issues that your country faced many years ago for the laws and mindsets to change here. Remember, Qatar is still a very young nation that is modernizing at a tremendous rate..some things have yet to catch up to the speed at which they are progressing. Unfortunately, this is one of them. Hopefully they will learn to put those laws into effect BEFORE too many more children get seriously injured or die due to ignoring the laws of physics.
Ok please, don't take me to task for the last comment...it wasn't meant as a slam to the Qataris' intelligence...they are very intelligent, but I guess they just haven't seen the end results of even minor accidents when children and infants aren't restrained in a carseat. They become human projectiles.
