Abt picking a guy hu had only a bachelor's over someone with a PhD it depends on whthr the job profile asked for a higher qualification.

For eg. if it was an entry level position or somethin like tht they dont need a Ph D guy...

Someone overqualified may defenitely be overlooked during recruitment... n tht does not necessarily be racism!!
