In the real world, you can receive a fine for blocking an intersection. IE if it is not clear for you to enter, you stay at the light/corner etc. HOwever, here, you will be honked at fists shaken etc.

Here in Qatar, you will not be likely to receive a fine. because of the latter, not because of any laws.
