Call the Phil. Overseas Labor Office (POLO) at 44861220 and inquire on how to register as OFW. I would suggest you fix everything here before you go back to the Phils. as it would be more convenient for you. You won't need the documents upon exit from Qatar but you would need them for NAIA exit when you come back.
