The answer to this is easy:

1. It is still up to the company to give you N.O.C whether you are a local hire or not.

2. Usually, companies give N.O.C to locally hired employees as a kind of good well. however, they are not obliged to give you N.O.C

3. getting N.O.C against your salary and end of service is illegal and is not allowed as per the law. you have to get your complete salary and end of service once you leave any company.

4. the law did not change. you still have to be out of the country for 2 years if your employer does not allow you to change sponsor.

5. if the company delays your salary, it is not a reason to get N.O.C. you can complain the company to labor department about the salary delays but you can not claim for N.O.C because of such delay.
