@nadt, it means that yes the tenant can go through a legal process, yes the tenant will win if the landlord is in breach, yes the landlord will have to pay the fees if there are any for going to court.
I always recommend speaking to a lawyer to give you the best advice but I'm telling you that landlords are finding it harder to get away.
To be honest, those who stay silent deserve to be kicked out because they're not standing up for their rights.
