The 28k one is for one who had his own partnership and still chose to go to Qatar. Because of the opp. available in Qatar while the country enhances their primary care services.
In my opinion I would say that you have a good salary and can look forward to alot of potential growth as the country develops. Plus petrol is cheaper then the water ;).
