it is possible to have lunch meetings during ramadan as all restaurants are closed and do not serve lunch if I am not wrong..
Secondly no one keeps departmental fucntions or social events during fasting times in Ramadan.. According to Qatar rules, no one is allowed to eat or drink in any public place during ramadan.. Most companies have this policy as well that no one should have tea/coffee/water or food during ramadan..
