all of them are rude. Most of them are really nice, or at least I met with the nice ones, or didn't really had any trouble with them.
But I guess it's from their culture. Look at the children, they do whatever they want, and nobody controls them, even if they kick the waiter. So when they grow up, they still think that the word is serving them.
