In my country Pakistan, we have more or less the same rules when it comes to Ramadan.. No one is allowed to eat in public and no restaurants are allowed to serve lunch for the entire month..
You say is not fair to ban non-muslims to eat in Ramadan but you see we are not exactly banning anything. We are just requesting them not to eat in front of fasting Muslims. Like for instance in my office, the non Muslims are allowed to eat behind closed doors during Ramadan.
