Not so much.... It definately depends on the airframe and the capabilities of the block of aircraft. And if you know ordanance then you would understand that the Mk-82'S explosions are controlled by a delay on the fuze. So it is not only the delayed explosion from the munition but then the debris from buildings that are as likely to cause a fatality just as much as the initial exposion.
And the F-16 has no 'smart' bombs in 500LB...
