The problem seems to be, nobody really appears to know what the exact situation in the law IS. I heard that Garvey's have EXACTLY the same permits, licences, etc that all the major hotels in Doha have too. So.............does that mean the Ritz, Ramada, Four Seasons, etc are also making millions on illegal business??
This just smacks of a vendetta to have the place closed down - whether or not you like Garvey's is immaterial. Those guys worked hard to build up that business, which was much appreciated by hundreds of people. They employed dozens of staff too, and now what's going to happen to them? We're talking about people's livelihoods here.
