There are many hurdles in setting up a small business in Qatar ie. finding a trustworthy Qatari partner(LUCK+PRAYER!), the fixed amount one needs to show the Ministry of Economy in order to register the W.L.L(LLC) but these are not nothing compared to finding a shop/office which is mandatory.
Rents of commercial spaces are scary compared to that of residential.
One needs to pay "key money" to the real estate agent if its a new building or "occupation money" if you buy the shop/office from the previous tenant. Rents for a small office/shop start from QR.10k and go upwards.
The legal hurdles are cakewalk actually; There are people/agencies who do the crappy paperwork etc. but they get it done by hook or crook for a fee.
The REAL obstacle one might face would be finding an office/shop with reasonable rents.
