As far as the Mexico nationals being able to scramble..yes they can very efficiently...I was speaking of the lack of funding for hospitals and medical assistance in remote areas, mainly. Of course the US will help out if Mexico needs help. They are our southern neighbors and its always been reciprocal.
On those hurricane alerts...they are pretty well schooled in them as are we on the Texas and Gulf coast. Everyone helps everyone else. And Hurricane parties are legendary!!!
