You are in the Philippines, and i suppose you know how strict the government is in its rules as to the deployment of OFWs.

1. Why you were referred by the employer to a recruitment agency in the Philippines is in compliance of POEA Memorandum Circular #4, particularly, the employer hired you through a licensed recruitment agency who will assume responsibility over your deployment.

The same memorandum also required foreign employers to go through a screening process, to present a performance bond, repatriation bond, and medical insurance, but these were recently removed by the government.

2. With regards to the placement fee, POEA has advised that it is the prerogative of the agency if they have to collect a placement fee or not, and if they do, they'd be allowed placement fee be equivalent to one month salary, exclusive of documentation and processing costs.

Better inquire from POEA for an official answer.
