getting an OEC in pinas is like torture especially when you go to the main POEA office in ortigas, i've been there and spent the whole day there.
that out of stock alibi has been going on for quite some time, some kabayans i know who were about to go home for vacation had that alibi from OWWA to get an OEC. the people (from OWWA and our beloved embassy) really are useless! imagine we're still using that government receipt since time immemorial!! could they just change that receipt system and make the OEC process a bit easier?
