Because the Qatari population is very small consisting roughly of one ethnicity, one religion there's no obvious clash between govt and ppl's views.

Honestly I find that the leadership in Qatar is more enlightened than the ppl in many domains. Qataris never DEMANDED a constitution yet they've been given one, never DEMANDED an elected parliament and are getting one soon.. There have been some demands by individuals but they were limited.

That's why GCC countries are strict regarding nationalization because it leads to immwnse change in identity.
