Well there's a simple question that can be answered with one word - YES.
Models of politics show that there will always be a centralised world power which regulates the regions of the world. It's called world hegemony, and there is protection for all under the various umbrellas it has around the world. The only people who suffer are those who think they're too important to live in this world structure of power or to develop their own regions. They create conflict with their neighbours (eg Iran) and need to be kept under a close eye.
Thus they sit around in caves calling for the destruction of the human race. They are harbingers of death and destruction. The world watchdog is rightly concerned about them.
