Forgive me, allow me to elaborate on your answer a little.. It's about corruption, more than weapons.
Where is the money going? To the leaders and their elitist friends, who will make sure that they dominate industry and business, buy themselves gigantic houses and cars, get the best medical care in Paris, villas by the sea, and anything else they want. So they can dump toxic waste in the drinking water and get away with it (since disposing of waste is far too expensive and bad for business if you do it properly.)
The money will go to maintain the 2% of the upper set of society who are fabulously wealthy and surrounded by 98% who are hungry and living four to a bedroom, making ends meet and feeding nine empty mouths on $80 a month and trying to just survive.
Visit Cairo and you will see this 2%. Just how many hundreds of years of hard labour would the lower classes have to do to just equal the wealth that these elite enjoy in two weeks of their lives?

God bless you, Mr Mubarak.
