There is no such thing as employement visa...it must be a Visit visa for family members,Visit visa for wives and children,Work visa under the sponsorship of companies and institutes,Work visa under personal sponsorship(servants and others..),Return visa,Tourist visa,Business visa,Multi-visit visa,Visa for companions of GCC nationals....any of the above mentioned visas requires you to undergo authentication process to Qatar Embassy in Manila, the embassy will also provide you other procedure for you to have a legal exit in our Immigration in Manila. Other option is to take the service of a travel or recruitment agency(authorized)in Manila and let them do the documentations but of course you need to payout for the service.
It all applies if your point of origin is Manila, which is a lot complicated than entering Qatar from Dubai(as point of origin).
