U can start from a budget of something lets say like 40,000 Riyals for a civic and sky's the limit !!!.
Sponsorships though are a pain. you have to build a relationship and it all depends on how good u are in negotiating to get more sponsors. Qatar Shell sponsors me and took me quiet sometime to convince them. The QMMF partially sponsors nearly all of us , not only Qataris but there is a british guy called Tim stevens who drives a fairly old Porsche ( Even though his car is old but still he scares the hell out of us !! ), I guess he got sponsored this year by the QMMF.
And the prices really to drive in Losail is fairly cheap since driving in the UK in a track like silverstone costed me around 700 Pounds !!!
