We've been told the same thing at Starbucks when trying to tip...it goes to management. I've questioned waiters at Bennigan's and their tips are shared among the staff. At TGI Fridays, the waitstaff has told me that they get to keep their own. They have recently added a service charge, so I don't know if their policy has changed.
