Yes you can get a boxer into the country if you have the correct paperwork and permission. With dogs, all their paperwork is checked and even if the dog is not a restricted breed, if the paperwork is wrong then the dog is confiscated until the correct paperwork is produced.

Every dog that enters Qatar has to complete a police clearance before being released from the airport and despite popular belief - they are NOT stupid. Trying to get a boxer in as a mixed breed won't work and he'll be confiscated from you. If you've lied on the paperwork then your chances of getting him back are slim.

Restricted breeds need to be shipped as cargo and a professional relocator used to make sure you don't have any problems at the airport and to apply for the permits on your behalf (they have to be done in person).
