There is no government authority at the moment in Qatar to regularise the taxi industry and not even the availability of enforcement by any government-controlled agency. Karwa is having some untrained QC personnel who are trying to catch errant drivers at random but as you have rightly said, the whole system is corrupt -- so no guarantee of transparancy or fairness. Right?
Qataritwin is trying to help and this is encouraged. Don't ever dream of bringing back the scabby orange cabs as Karwa is now having the monopoly on Qatar's taxi and bus businesses unless a new Decree is passed to break it and allow another operator to join the competition. If this not possible, then dream on and continue the sufferings till the whole system is less corrupt ......
