It's Indeed a tragedy that's actually happenning in the Gulf Area "I think not the whole middle east", that's because people in gulf are maybe still used to the desert living and Bedouin life style. It has nothing to do of course with Islam as Islam is really calling for mercy, love, and respect. Those people don't even deserve to be Muslims or to be called Muslims.
For the government actions, I believe she can raise a complain at the National Human Rights Committee "NHRC":
