i7 930 2.8 is 21x133 as standard and to do what you have proposed you need to put 120 as bclk and 21 as cpu ratio but that isnt going to reduce it by much. You can turn off the turbo mode too (which would normally boost cores to 22x)
You can keep reducing the cpu voltage - I think 1.05v for a 930 is quite low because i think they are normally standard about 1.3v - there should be an option in the bios to see the current voltage for the CPU
Also by reducing the bclk you will also be reducing the speed of the memory too
